The Department of Health Services revoked a Substantive Policy statement explaining fingerprinting. There was a conflict between the Policy Statement and the legislative language. Here is the actual fingerprint statute ARS 36-411 and corresponding definitions ARS 36-151. The Statute has NOT changed!
